Segment 2 Location Design Concept Acceptance

Public Notice of Location Design Concept Acceptance and Finding of No Significant Impact

On October 2, 2014, the Federal Highway Administration (FHWA) granted Location and Design Concept Acceptance for the following project: Financial Project Number: 424464-3-22-01.

Proposed improvements include widening of S.R. 388 (West Bay Parkway, Segment 2, formerly known as C.R. 388) from a two-lane roadway to four-lane divided roadway from S.R. 79 to S.R. 77 using a combination of existing and new alignments. Included in the improvements will be new bridges at Crooked Creek and Burnt Mill Creek; intersection improvements at S.R. 79, the access road to the Northwest Florida Beaches International Airport; a flyover ramp at S.R. 77; new intersections where the new alignment segments intersect existing S.R. 388; bicycle and pedestrian facilities; and stormwater treatment facilities. The project is located in Bay County, Florida.

Segment 1 Alternative Alignments Public Meetings

Two Alternative Alignments Public Meetings were held for this project, the first on Tuesday, June 21, 2011 from 5:30 p.m. to 7 p.m. (CDT) at the Panama City Beach Senior Center, 423 Lyndell Lane, Panama City Beach, Florida, and the second meeting on Thursday, June 23, 2011 from 5:30 p.m. to 7 p.m. (CDT) at the Christian International Ministries, 5200 US Highway 98 East, Santa Rosa Beach, Florida. The meetings were held to provide information to the public on the project, and to ask for their feedback particularly as it related to comparing and discussing the project's seven alternative alignments. A total of 91 people attended the meetings (58 people attended the Bay County meeting, 33 attended the Walton County meeting) where on display were large boards illustrating the project alternatives, typical sections, evaluation matrix, and project schedule. Additionally there were two sets of large scale plans (1" = 200') illustrating each of the alternatives on aerial photography in complete detail, also a four-page hand-out was provided to each person. Staff was available for questioning throughout meeting and a formal presentation was given to the attendees as well. At the end of the presentation an opportunity was provided for any person in attendance to ask questions or make a comment. Three attendees chose to make a comment at the Bay County meeting; one attendee shared a comment at the Walton County meeting.

Attendees were asked to provide feedback on the project and more specifically to share their thoughts on the alternatives. Attendees were able to share their thoughts through public comment sheets provided to each of them upon signing in to the meeting, through the court reporter available at the meeting, or attendees could share their opinions with the project staff on hand and ask that it be recorded. Also a survey was handed out to every person in attendance, was mailed out to every property owner within 500 feet of any of the project's alternative alignments, and was available to be completed on this website. The surveys as well as any comments were accepted for up to 15 days after the second meeting through mail, email, or through this website.


Segment 2 Public Hearing

A public hearing was held for this project on Tuesday, April 26, 2011 from 5:30 to 8:00 pm at the Woodlawn United Methodist Church in Panama City Beach. The meeting was held to provide information to the public on the project, and to ask for their feedback particularly as it related to identifying a preferred alternative. 62 people attended the meeting where on display were large boards illustrating the project alternatives, typical sections, evaluation matrix, and project schedule. Additionally there were two sets of large scale plans (1" = 200') illustrating each of the alternatives on aerial photography in complete detail, also a four-page hand-out was provided to each person. Staff was available for questioning throughout meeting and a formal presentation was given to the attendees as well. At the end of the presentation an opportunity was provided for any person in attendance to ask questions or make a comment. No attendees chose to ask a question or make a comment.

A total of 40 public comments were received. Of the public comment received eight were handed in at the public hearing, 16 were sent through email, 14 were mailed, and two were submitted through the project website. The table below summarizes the alternative alignment preferences shared through these comments.

SEGMENT 2 ALTERNATIVES PUBLIC MEETING

The Segment 2 Alternatives Public Meeting was held May 13, 2010 at the Woodlawn United Methodist Church (located at 219 North Alf Coleman Road) in Panama City Beach. The meeting began at 5:30 PM with an open-house format, followed by a presentation on the project at 6 PM. After the presentation the open-house continued until the end of the meeting.

This Public Meeting was held to present and receive feedback on alignments for Segment 2 and provide an update on the progress of the study. To view the handouts from this meeting click here.

WEST BAY PARKWAY ALTERNATIVE CORRIDORS PUBLIC MEETINGS

The Segment 1 Alternative Corridors Public Meeting for Bay County was held on November 3, 2009 at the Woodlawn United Methodist Church (located at 219 North Alf Coleman Road) in Panama City Beach. The meeting began at 5:30 PM with an open-house format, followed by a presentation of the project at 6 PM. After the presentation the open-house resumed until the end of the meeting.

The Segment 1 Alternative Corridor Public Meeting for Walton County was held on November 5, 2009 at Christian International Ministries (located at 5200 US Highway 98 East) in Santa Rosa Beach. The meeting began at 5:30 PM with an open-house format, followed by a presentation of the project at 6 PM. After the presentation the open-house resumed until the end of the meeting.

PUBLIC KICK-OFF/SCOPING MEETINGS FOR THE WEST BAY PARKWAY

The Walton County Public Kick-Off Meeting was held on January 20, 2009 at the Rosemary Beach Town Hall (located at 48 South Barrett Square) in Rosemary Beach. The meeting began at 5:30 PM with an open-house format, followed by a presentation on the project at 6 PM. After the presentation, the open-house resumed until the end of the meeting.

The Bay County Public Kick-Off Meeting was held on January 22, 2009 at the Panama City Beach City Hall (located at 110 South Arnold Road) in Panama City Beach. The meeting began at 5:30 PM with an open-house format, followed by a presentation on the project at 6 PM. After the presentation, the open-house resumed until the end of the meeting.

The project received Notice to Proceed in November 2008.
